Retro vintage 80s portable air fan ventilator from the Soviet Union. The model is called Saturn-2 and it was made in 1984.
Made of Plastic with metal wire protective grid. It can also be hung on the wall. Apart from being useful, this would make a perfect decoration for a vintage restaurant/bar.
It is in great structural and working condition. It regulates with a rotating dial located on the base..
